Procon seeks an experienced Construction Manager/Construction Administrator (CM-CA) to support the Department of Veterans Affairs Medical Center in Tuscaloosa, AL. Serving as the VA’s Owner’s Representative, the CM-CA will provide construction administration, quality assurance, contractor oversight, schedule monitoring, safety coordination, project documentation, and stakeholder coordination throughout construction. The project includes upgrades to electrical and power infrastructure, HVAC, telecommunications, fiber-optic networks, physical security, IT infrastructure, utilities, and supporting facility systems. This is an on-site, primarily day-shift position, with occasional evening work required to support scheduled shutdowns and other critical construction activities.

Requirements

Qualifications & Skills

• Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field preferred.
• Experience in construction administration, quality assurance, contractor oversight, or construction management.
• Strong knowledge of commercial construction practices, methods, drawings, specifications, and construction documents.
• Experience managing and reviewing RFIs, submittals, change orders, and field inspections.
• Strong written and verbal communication, organizational, and documentation skills.
• Federal construction experience, particularly with the Department of Veterans Affairs (VA), is highly desirable.
• Experience supporting healthcare construction or projects within active, occupied facilities is highly preferred.

Responsibilities & Duties

• Conduct daily site inspections and document construction activities and project progress.
• Manage RFIs, submittals, change orders, project records, and other construction documentation.
• Monitor contractor performance for compliance with quality, safety, schedule, and project requirements.
• Review construction drawings, specifications, and related contract documents.
• Participate in progress meetings and coordinate with contractors, design professionals, and project stakeholders.
• Identify, document, and assist in resolving field issues affecting project cost, schedule, or quality.
• Prepare and maintain accurate daily reports, project files, and construction records.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

• Walking and standing for extended periods while performing site observations and inspections.
• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
• Accessing mechanical, electrical, utility, process, and other construction areas as required.
• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
• Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.
• Occasionally lifting and carrying up to 25 pounds.
