Role Purpose
The Project Controls & Handover Lead is responsible for planning, coordinating and driving the project close-out, commissioning support, handover readiness, documentation completion and issue resolution activities required to achieve successful client handover.
The role acts as the central coordination point between Construction, Engineering, Commissioning, Quality, Vendors, Subcontractors and Client representatives to ensure all systems, documentation, defects and outstanding works are tracked, managed and closed in accordance with project milestones and contractual requirements.
Key Responsibilities
Planning & Project Controls
- Develop, maintain and manage integrated project schedules.
- Coordinate detailed short-term and milestone planning activities.
- Facilitate Last Planner and look-ahead planning processes.
- Produce progress reports and schedule performance updates.
- Monitor critical path activities and identify programme risks.
- Support project management teams with planning recovery actions.
- Coordinate Level 4 planning and daily reporting processes.
Turnover & Handover Management
- Lead project turnover and handover readiness programmes.
- Coordinate system handover activities with commissioning teams.
- Manage handover trackers, schedules and readiness reporting.
- Ensure all testing, commissioning and certification requirements are completed prior to handover.
- Drive completion and close-out of handover deliverables.
- Interface with clients and consultants regarding turnover status and readiness.
Issue & Defect Management
- Produce regular issue status reports for project leadership.
- Coordinate daily and weekly issue review meetings.
Documentation & Close-Out
- Manage project close-out documentation processes.
- Coordinate collection and review of warranties, certificates, manuals and as-built information.
- Maintain document trackers and approval status reports.
- Ensure client and consultant comments are addressed.
- Support preparation of final handover packages.
- Coordinate document submission through project systems and platforms.
- Monitor document completion against project milestones.
Vendor & Supply Chain Coordination
- Track outstanding material requirements affecting programme delivery.
- Monitor supplier commitments and delivery dates.
- Escalate supplier non-performance where required.
- Coordinate vendor attendance for commissioning and issue resolution activities.
- Maintain visibility of open procurement-related close-out items.
Readiness Reporting & Management Information
- Produce executive-ready project readiness reports.
- Issue daily, weekly and milestone progress updates.
- Track readiness metrics across multiple workstreams.
- Provide management with visibility of project risks, blockers and open actions.
- Develop dashboards and performance reporting outputs.
- Support client reporting requirements.
Stakeholder Coordination
- Act as a central coordination point between project functions.
- Lead readiness, planning and turnover meetings.
- Facilitate communication between operations, commissioning, engineering, quality and construction teams.
- Coordinate client, consultant and vendor engagement activities related to turnover.
- Ensure actions are assigned, tracked and closed by responsible parties.
Accountability
The Turnover Manager is accountable for:
- Successful delivery of project turnover milestones.
- Accuracy and maintenance of turnover trackers and reporting.
- Timely closure of defects, punch items and outstanding actions.
- Completion and quality of handover documentation.
- Coordination of client readiness reviews.
- Visibility and escalation of risks affecting project completion.
- Supporting achievement of practical completion and final handover dates.
Requirements
- Data centre, pharmaceutical or mission critical project experience.
- Project planning and controls background.
- Commissioning and turnover process knowledge.
- Experience with Primavera P6 or equivalent planning software.
- Understanding of construction, QA/QC, commissioning and handover processes.
- Strong stakeholder management and reporting skills.
- Experience working with issue management and document control systems.
