About the Workforce Intelligence Lab (WIL)
WIL is seeking accomplished construction executives and operational leaders for the WIL Executive Construction Council, a selective advisory group of senior industry professionals. The Council brings together leaders from commercial construction, infrastructure, mission-critical development, industrial construction, renewable energy, and specialty contracting to provide real-world perspective on workforce and operational challenges.

We engage experienced practitioners for both full-time employment and project-based contract roles, as applicable to the award and staffing model. Engagements are remote-first with travel as required for partner and field sites. We build ready teams for live grant and sponsored-research pursuits.
This opportunity is contingent upon grant or sponsored-project award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal or funding package.
As a Council member you contribute executive insight on labor availability, compensation trends, workforce planning, regional expansion, operational scaling, retention, backlog execution, and leadership hiring. This is a fully remote, flexible advisory opportunity for active or former senior construction executives. Participation may include executive roundtables, research initiatives, strategic advisory discussions, industry reports, and select onsite engagements. A full-time or project-based contract scope can be added when an award requires it.
What you'll do
Provide executive perspective on construction labor markets, hiring conditions, compensation trends, and workforce constraints Share insight on contractor growth, backlog expansion, regional scaling, and workforce-dependent execution risk Help validate construction labor market research, compensation benchmarking, and workforce forecasting Participate in executive discussions on labor availability, retention, organizational growth, and operational scaling Provide practical interpretation of emerging construction market and workforce conditions Contribute to executive workforce briefings, industry reports, research initiatives, and market intelligence publications Advise on leadership hiring trends, organizational bottlenecks, succession planning, and workforce strategy Provide insight on the operational impact of labor shortages and compensation pressure Help identify workforce risks affecting project delivery, profitability, and contractor performance Collaborate with WIL research and advisory colleagues to improve the accuracy and relevance of construction workforce intelligence
Requirements
Required
10 or more years of leadership in commercial construction, infrastructure, mission-critical construction, industrial construction, renewable energy, specialty contracting, or a closely related sector Current or prior senior leadership such as President, COO, Executive Vice President, VP of Operations, Division Executive, Regional Executive, General Manager, Operations Executive, Preconstruction Executive, Senior Project Executive, or a similar role Strong understanding of construction workforce planning, labor constraints, hiring strategy, operational scaling, and project execution Experience overseeing multiple projects, large operational teams, regional business units, or significant construction programs Direct construction industry leadership experience is required Open to full-time employment or project-based contract engagement; remote-first with travel as partner and field work requires
